Dear Madam Secretary,

We, Bloc 8406, including activists for freedom and democracy for Vietnam, are very grateful to you for urging President Bush to reconsider placing Vietnam on the State Department’s Countries of Particular Concern (CPC) list for its severe violations of religious freedom, free speech, and other basic human rights. Your action is very necessary, because Vietnam has been repressing the religions who want to act according the conscience rather than the orders − that are not always good or reasonable − of the government. They must generally pay a very expensive price for their disobedience (their believers are persecuted, they meet many difficulties caused by government when doing their duties or taking part in activities…)

Not only religious freedom but other human rights are often not respected also. The communist government never truly respects human rights because they never want to abandon their monopoly of perpetual rule and the related benefits and interests they enjoy from this monopoly. If they truly respected human rights, it would be dangerous to their power if citizens used these rights to challenge unjust rule of law. As a result, all the freedom given to the people in appearance is not the true human rights that they should receive, but only fragments of freedom that the government can give or take away at any time depending on pressures of free countries over them. If there is no pressure over them, they are ready to violate all human rights…

Living under the Vietnamese communist regime for more 60 years, we acquired experience for which we have paid an extremely high price. The lesson is, “Never believe in the communists!” They can lie or lie very easily whenever the lie is advantageous to them, despite great damage they can cause to people of their own country or other countries. They can lie even when they know that we know well that it is a lie. We would like to share that experience with you, and we think you have already that experience about the communists.

There is no way to urge the Vietnamese communist to respect human rights or to accept democracy, but the only effective way is to place great pressure over them. And never believe their good will in their improvements, which are always temporary and only in appearance. But a pressure cannot last a long time. The best way is a very great pressure to replace their dictatorial regime with a better one. A famous politician says: “A communist regime can not be improved but only replaced”. The paramount goal of Bloc 8406 is to replace completely the current political regime, not to renovate it partially or to only “adjust” it minutely. We expect you to positively support us in our process of realizing that paramount goal.

Once again, we, Bloc 8406, thank you very much for your support to our Bloc 8406 and your concrete efforts favorable to our struggle for Human Rights and Democracy of Vietnam.
